Guard PhotoThe New York Army National Guard (NYARNG) finished FY08 with a strength of 10,275, 1.07% above the 10,100 strength goal and not too far from its FY08 authorized strength of 10,381. NYARNG recruiters and Soldiers brought in more than 2,000 new citizen-Soldiers, while retention rates improved as well.

At the end of FY08, 2,225 citizen-Soldiers were deployed in Iraq and Afghanistan. Another 385 members of the New York Army National Guard were in state active duty status, conducting homeland security missions in New York City and protecting the Indian Point Nuclear Power Plant in Westchester County, New York.

More than 1,500 members of the 27th Brigade Combat Team deployed to Afghanistan, acting as the headquarters, security forces, and trainers for Combined Joint Task Force Phoenix, an international force with the mission to train the Afghan National Army and police. The 3rd Battalion 142nd Assault Helicopter Battalion deployed to Iraq supporting Multinational Corps-Iraq, while the 133rd Quartermaster Company provided fueling services in three locations in that country.

During the year, 540 NYARNG Soldiers returned home and cycled through the new Yellow Ribbon Reintegration Program, along with 380 of their family members. The program helps families reconnect after separation, provides information on benefits and services, and screens for post-traumatic stress disorder and traumatic brain injury symptoms.

New York Army National Guard aviation elements provided support for the Gulf Coast region during Hurricanes Gustav and Ike, and also assisted with wildfires in New York.

Guard PhotoFY08 presented some challenges for the New York Army National Guard. Its largest element, the 27th Brigade Combat Team consisting of 1,700 Soldiers, successfully deployed during the 1st quarter of FY08. The NYARNG provided additional support to units that had either already deployed or were returning from deployment.

Both state and federal missions were supported, and the recruiting and retention force met mission by successfully reaching an end-strength of 10,300 Soldiers. Improvements were made in executing domestic operations in support of homeland security and state disasters. This was done by providing enhanced training to the chemical, biological, radiological, nuclear, and high-yield explosive enhanced response force package through joint training with the New York City Fire Department, the development of the 24th Civil Support Team, and reconfiguring and relocating the Joint Task Force Empire Shield to be a more responsive and operational force in New York City.

Fiscal challenges were overcome in the civilian employment funding stream. The limited resources required to maintain the NYARNG were fully executed. The Program Budget Advisory Committee met all the priorities of the command.
