Guard PhotoThe Rhode Island Army National Guard (RIARNG) continued to pursue excellence through training in FY09. Several RIARNG units experienced the chance to train in the global community, including the 1/126th Aviation and 173rd Long Ranger Surveillance’s participation in Operation Beyond the Horizons in the Dominican Republic. Select Soldiers were able to participate in a mountaineering exchange conducted in Kazakhstan and the entire 861st Engineer Company conducted Annual Training in Germany.

In addition, A Company 2/19th Special Forces Group deployed and redeployed to Afghanistan along with an embedded training team of 16 personal to conduct hands-on training for the Afghan National Army.

Back in the states, the RIARNG continued to transition into a streamlined, effective fighting force. Army Aviation retired the long-used UH-1 Huey and replaced them with the faster and more powerful UH-60 Blackhawk. Stateside operations included the successful completion of Leapfest 27, the world’s longest-running military parachute competition.

FY09 was an outstanding year for the Rhode Island Army National Guard’s recruiting and retention efforts. End-strength was 100% with 296 new enlisted accessions, which was 133.9% over the mission goal of 221. Retention management beat its mission goal of 242 by 129.9% with a total of 314.

Guard PhotoThe Rhode Island Army National Guard received $79,155,767 in FY09 and received $4,150,000 for military construction projects. The command faced personnel challenges throughout FY09 in the area of full-time civilian technician workforce. The RIARNG full-time dual-status technician program faced the deployment of dual-status Soldiers, which depleted the full-time support staff. The result was dependence on contract employees due to the limited number of non-dual-status employees allowed.
